EVAL-603 

The Evaluator's 'Mark Complete?' and 'Mark complete and send email notification?' now behave differently; the stand-alone ‘Mark Complete?’ no longer sends an email to the Evaluatee.

Updates have been made to the scroll bar behavior on the Observation notepad during text entry.
