Data extract report around WIAA eligibility

A data extract report that would allow counselors and athletic directors to pull students based on the WIAA eligibility rules that are not  meeting the requirement for athletic eligibility.  This is based on current grades - not transcript grades, and has the following parameters based on the number of periods in which a student is enrolled.  A student is not eligible if they have two or more current F's in their classes, so somehow we need it to identify two or more F grades out of current classes.  The actual language from the WIAA rules is attached.
