• [HCSLP-9] - Once Goal is added, choosing "edit" produces no result

• [HCSLP-2] - Update "Highly Capable Student Plans" to read "Highly Capable Student Learning Plans" throughout app
• [HCSLP-10] - Add data submitted in "Reference Data" section
• [HCSLP-11] - Update Add HCSLP form to correctly indicate which fields are required

Configuration

• [HCSLP-3] - Updates to "Eligibility Area" field on Plan
• [HCSLP-7] - Add Selectable "Service Model" field to the Details Tab of HCSLP
